wind damage to my roof

We had wind damage to our shingled roof on one side of our roof.. The appraiser said he would cover half of the cost of that side of the roof, then said he would pay two thirds of the damaged roof, but not a penny to the rest of the roof. Now we have to come up with money to not only pay the one third he won't cover, but, money to make the rest our roof match the rest. Is this standard, or should I be putting up a fuss over this. We have a broad homeowners policy through Fundy Mutual. What can you advise me?
