Will my son have trouble getting insurance

Hi There,
About a year ago my son was working on his car and drove it around the block. He didn't have insurance yet and got stopped and fined for not having insurance.
He was unable to pay the hefty fine and had his license suspended for non payment of fine. He is now paying off his fine over time and has his license back.
Will he be able to get auto insurance? If so, will he be able to get it at a reasonable rate?
