Who can drive my car?

If my friend is insured on other vehicles and he wants to drive my car but the car is not insured can he borrow it? What if he wants to switch licence plates so the driver and plates match? Is that illegal?

You, and your car are uninsured. The car needs to be listed on a policy for coverage to be in effect. And the license plate is registered to a specific vehicle.
