Shouldn't accident forgiveness mean insurance rates don't increase?

During a bad winter storm my husband went off the highway in northern Ontario. The shoulders are at most only a foot wide (honestly) so he ended up sliding into a deep ditch and his truck rolled over. The police did not lay any charges, and there were no injuries to him or his passenger. He had accident protection on his insurance policy and both the claims adjuster and our broker assured us his insurance rates would not be affected by this accident. Now we've received his renewal and his premiums have jumped almost 40%. Why has his premium increased so much when he is still rated as 9 star driver?

It sounds as though the insurance company rates went up overall. If the driving record was 9 before the accident and is 9 now, then it is that the rates for the whole company went up. Another possibility is that the car was listed as no commute, or a short commute, and the distance was adjusted to meet the real commute. That could make a difference too. It sounds like it is time to call your broker again for more info ...
