primary insurance holder but doesnt own the car

Hello! My mom will buy a car under her ownership but will not drive it and will not buy insurance for it. Is it possible if ill be the one to buy the car insurance, thus me as the primary insurance holder, even though the car is not under my ownership?
I just recieved my G2 recently. Im 22 years old, and will drive a 4 door 1.8 liter used car. Thanks

The owner of the car is supposed to own the insurance too. You can try to find a company that will do what you want. But its unlikely.
