Ontario Auto Insurance

My brother and I both live in Ontario, but I am moving back home to Saskatchewan. So, I am transferring my Ontario vehicle over to my brother and I also want to transfer my insurance to his name. He currently holds a Saskatchewan license.
Does he have to change it to an Ontario license before we can put the insurance in his name?

Yes, he needs an Ontario License. When someone moves to Ontario they are supposed to get an Ontario License and give up the old one.
