what happens when a driver hits me from behind and cops put it off as bad weather conditons? will it affect my insurance or it will all go on his insurance??

Under no-fault insurance in Ontario, your insurer will pay your claims. However, the other drive will be listed as at fault in this scenario. Therefore the other driver will have increased auto insurance rates as a result.
The police deciding not to lay charges has no impact in this scenario. It will save the other driver the cost of a ticket and will help on their insurance a little.
