One week car insurance

My daughter wants to rent a car but she is under age 25 and the rental companies want very high fees for her to have insurance, including the underage fees. I also have concerns about the car rental insurance company's PL and PD coverages. She is not listed on my car insurance policy, so she is coverage as a casual user only.
