No Insurance

My Car was hit by someone backing out of a driveway, my neighbour witnessed it and the person drove away. They said they would pay me without going through insurance but now he has changed his mind and I am suing him as I paid to get the car fixed. His insurnace agent said I was out of luck as I didnt have insurance and he told me under the highway traffic act it was illegal for my car to be on the road without insurance. I have some friends that are police officers and they said you dont have to have insurance to be parked on the road as long as your plate is valid, this is in Ontario, Canada. Does anyone know if this is true??? thanks

Without opening and double checking the Highway Traffic Act or related laws, it would seem that your police officer friends would have the right answer. Hope that helps?
