no drivers license

OK so my mother for some reason has been insured to drive my father?s car for the past eleven years yet she has no license and no intent to drive. Does the insurance go up because she is on there?

This doesn't make sense. To be listed on a policy as a driver she needs a license. It is a routine check when insuring someone. Please discuss with the insurance company.
