My insurer refuses to remove my son who has a G2 from my insurance

This morning I called my insurance broker to remove my son from my insurance, as he is moving away and therefore he will not have access to my car. He then said I had to speak to the customer service and put me on hold to transfer my call. The lady I spoke to said that they can not remove my son from the insurance, but they may be able to offer a reduced rate. However, that's not what I wanted. I wanted him to be removed from my insurance. But the lady kept saying she can not do it.
Shortly after my discussion with this customer representative, I had my son call my insurance broker again. He said his call was transferred to the customer service rather quickly as well. And once he got a hold of someone there, he was told that their systems were down and that he had to call back in a couple of hours if he still needed assistance.
So what am I to think here?
Just because he is a G2 license holder, is he required to be insured under my policy?
Or is the insurance company trying to pull a fast one on me?
At this point, all I can think of is to fax something in writing to them, as I don't think I will be able to get through to them via their horrible 'customer service'.

Hi there,
If he is not going to live with you again, then you should be able to remove him from the policy. I am guessing they are not removing him because he is away for school and they expect him to return.
