moving within toronto and its impact on car insurance

a friend of mine, is moving temporarily to Etobicoke from west hill, (Scarborough) and her car insurance company wants to charge her an additional $400. they told her that Etobicoke is a high risk area.


can you tell me how and why it will cost her more, to move from one side of the city to the other? and why is Etobicoke a high risk area?

Based on these statistics, they have determined that some areas have more claims than others and therefore they charge higher rates in those areas.
