licence suspended till court ordered payment paid

my grandfather was in an accident 25 years ago he was making a left turn when the driver behind pulled out to pass him and hit him. my grandfather was found at fault for not checking his rearview mirror,My grandfathers insurance had also lapsed 2 days prior.The other people sued my grandfather for 13,000 dollars in damages.My grandfather offered to make payments but was refused.So now 25 years later im trying to get his licence back, i called the ministry of transporation in kingston and they told me the plaintiffs insurance company who had paid the the plaintiffs i guess was bought out since by two different companies so i called the insurance company and offered payments they said he now owes 45,000 in interest charges and that they want 2000 down and monthly payments after that....can they really charge all that interest....cause the ministry of transportation in kingston said that in these cases they will usually settle with a small amount then they have to fax the info over to the mto and his licence would then be reinstated....what are my options im lost any ideas?

I would be very interested to see how this works out. I haven't dealt with something that is this extreme, but I would think it would be possible to work out a deal, maybe with the aid of legal counsel
