Insuring a second Vehicle

If I own two cars and my common-law husband is listed as the primary driver of the second vehicle, will the insurance be higher that if HE owned the second vehicle?

I bought and insured a second vehicle in dec. My policy renews in march. The insurance company is charging me a full year of premiums for the second vehicle is this common
