my wife skidded and hit the guard rail, she had been driving at 30kmph and the police did not lay any charges. would the insurance premium go up?

Hope she's ok! Yes, your rates are likely to go up as this will be an at fault accident from an insurance rating standpoint. However, if your policy has claims forgiveness the premium should not change.
If you are considering paying this out of pocket rather than reporting to insurance, keep in mind that if it turns out that your wife is injured it will be tougher to prove that it was a result of an accident if you had not reported the accident previously. And the damage is likely thousands (most small accidents easily cost more than $1000).
