Insurance for a car that is in someone else name.

Is it possible to place an insurance policy on a car that in anothers name?
If the car is bought and registered to a person who has no licence, can I as the person who would be driving that vehicle get an insurance policy in my name as the primary driver of the vehicle that someone elts owns?
