Estate of deceased owns the car

My uncle died. In his will, he left his car to my uncle. Can my uncle just take the car and drive it?
Doesn't the ownership of the car have to be legally changed at the licensing office before my uncle can drive it away?

Until the ownership is transferred, the estate can hold the insurance and have your Uncle listed as a driver. Just have the executor give the insurer a call.
