Does a 16 year old driver have to be put on parents insurance even if he's not driving their car?

I have a 16 year old who has his G1- I wanted a quote from my insurance co. and they said they needed a driver license # to process the quote. I specified that my son wouldn't be driving my car for a long time because it's a 5 speed and he's not interested - they assured me they would take his # out of the system once they got the quote- they lied and they're saying once he gets his G2, they will put him on my insurance regardless-is this true- does he have to be on my insurance even though he can't drive my car (and isn't interested in doing so? I only asked for a quote- now they're going to up my insurance when he gets his G2.

The insurers want to know who every driver is that resides in the household. And they insist on listing every driver on the policy because it is likely that there will be a time when that individual drives an insured car.
