under the law if my daughter drives my car that is insured for me and my wife will she be covered if not named as an occasional driver and will she be liable for a fine if the police ask to see the insurance?

Lending cars to unlisted drivers can be complicated at times. It is good to discuss with your licensed representative. But here's a quick answer:
If your daughter lives with you she needs to be listed on the policy. Even if she doesn't drive the car.
If your daughter does not live with you but drives it on a regular basis, then she needs to be listed on the policy.
If your daughter does not live with you, and does not drive it on a regular basis, then she does not need to be listed.
