Changing adress to get cheaper insurance???

I am wondering if I change my Ontario licence and Ontario insurance over to my relatives house in Newfoundland will help my rates. This is complicated but this is what I'm wondering, can I switch my licence and insurance to Newfoundland but still drive my car in Ontario. I know it may be a so called "scam" but I do not plan to actually live in Newfoundland but rather just switch papers to save a LOT of money. ( I pay close to $3500 a year Ontario and switching would save me $2400 a year in Newfoundland)

Are you asking if it's a good idea to "scam" the insurer? No, it's not.
It's also a bad idea to misrepresent yourself in any way. The penalties are severe.
