Car insurance without owning a car

Would like to know if a driver aged 19 can insure automobile without owning a car. For instance, to be a second driver for driving other's car.
Would also like to know if a person is allowed to insure car insurance without owning a car, which insurance companies do so? Can you please give me their contact details? I am living in Toronto, Ontario.

To answer your second question first, you must own a car to have a car insurance policy. Otherwise you do not have an "insurable interest".
It is possible to be listed on a policy that someone else owns. For instance, if you live with someone who has a car, their insurance company would likely want to list you on the policy since there is a possibility of you driving the car. The obvious example of this is if you live with your parents or other family.
Being listed on a policy can help you build your insurance history.
