Car and Insurance in parents name with primary driver at different address?

If the car is registered and insured under my mother's name is it possible for me to be listed as the primary driver even if I don't live at the same address and still be properly insured?

All vehicles operated on public roads require mandatory coverage. This insurance coverage is purchased by the registered owner of the vehicle and the policy is issued to the registered owner. The terms of the insurance policy is the registered owners responsibility. Who they list or allow to operate it is authorized by them.

Insurance evaluates risk relative to use of vehicle, where it is operated and by whom. So, the vehicle will be rated with these. Example mom and dad must insure their vehicle as owners, the insurance company puts son as principal operator but the risk location reflects where the vehicle is operated and not the same location as parents address.

who is responsible for insurance owner or driver

If I buy a car (my name on ownership) and give to someone else. I am responsible to insure it. is the responsibility theirs or mine.
