Can someone just report an accident with out a police report...?

My dad hit a car by mistake, my dad gave the person the insurance info and all of that. It was only a small dent so we pay him cash and sort things out. The person we hit, than call the insurance and report my dad. We were not aware of this... They never issue a police report, can the insurance put this down in my dad record..???
Because is currently affecting Us.
Is this against the law.. Something we can do.?

A police report is not necessary to file a claim. But it can be quite helpful
If you gave them cash and they still filed a claim that might be considered fraud. You should contact your insurance company and possibly a lawyer.
