Can insurance companies check all drivers in houehold

Is it LAW in Ontario that auto insurance brokers can check ALL driving records of resudents of a home living under the SAME roof, and have ONE persons' auto premiums affected? If so, this is RIDICULOUS. I am asking on behalf of a friend, and his rates went up because his wife had a previous car accident four years ago.His rates went up ONLY when when he had a non-payment happen, and the accident was then discovered, by seeing a letter of experience, so he had to find another insurance company. What does it matter what the driving experience is of OTHER people in the household , when THEY wont be driving that vehicle anyhow? Is this some NEW law in Ontario? Do all insurance companies follow this? This is causing incredible strain on this couple, and why cant the wife and others in the household simply sign a waiver to NOT drive this insurers vehicle? I hope this is NOT law. CAN anyone help me ASAP and let me know about this. Thanks, Kelly
Checking the Driving Records of Other Drivers

This has been the practice of the Ontario auto insurance companies for a long time. The reason being is that in most cases all residents of the home have access to the vehicles and are likely to drive any car in the house.
There is a rider that can exclude drivers from the policy called OPCF28A. Once signed, the excluded driver can not drive the car under any circumstance as there is no coverage for them. Then the rates are not affected by the excluded driver.
