- In the second quarter of 2010, 100% of the market had rate changes for an average decrease of 1.03% (note that this might result in average rates being the same)
- In the third quarter of 2010, 45.30% of the market that had rate changes approved, the average rate change was -0.21%
- In the fourth quarter of 2010, 54.15% of the market that had rate changes approved, the average rate change was +3.57%
