My Father just purchased a truck for me in Ontario, he will be insuring it in his name as he is the one who got the loan for it, We don't live in the same house, can he list me as the primary driver?

Yes, you can and should be listed as the primary. Be sure to disclose all details to the insurance company you deal with.
